Development of Small Scale Enterprises in India: Fantasy of Indian Policy Makers
It has been observed that in most of the market economies, without any support given to small businesses, business of all sizes co-exist. The composition and sizes of business depends upon relative strength and weakness of each size of enterprises to survive in different products. It is an empirical fact that large enterprises occupy that segment of the market which is stable. In such markets, methods of ass production can be used.

The GOI, through its highly ambitious NMP, has embarked upon a Herculean task to achieve the objective of increasing the share of manufacturing in GDP to 25% from the current level of 16% and creating 100 million jobs in the manufacturing sector within a decade. India being a signatory to World Trade Organization (WTO)'s General Agreement on Trade in Services (GATS), which include wholesale and retailing services also, has no option but to open up the retail trade sector to foreign investment/participation. THE RAIL-ROAD MIX INFRASTRUCTURE
Availability of good quality physical and social infrastructure is one of the key determinants of economic growth and foreign direct investment (FDI) in a country like India which is standing on the threshold of becoming an economic power in the world. In addition to FDI, even within a country, companies prefer locating their manufacturing and service facilities in the states/regions which possess superior physical and social infrastructure. Mr. Tadao Chino, President of Asian Development Bank has rightly observed that “Infrastructure development offers the foundation on which a country can seize and capitalize on the opportunities ushered in by globalization and regional integration. Experiences across the region show that FDI and new technologies are most likely to bypass countries with inadequate and poor infrastructure investment climate”.
In light of the above, it is a bare fact that despite India's significant achievements in industrial development and economic growth, there is a wide gap between the potential demand for infrastructure for high growth and the available supply.
