Democracy, Illiteracy and Corruption at Everest Level

Our democracy is a socialist secular republic which is worth its name only if as provided in the 86th Amendment of the Constitution makes education a free and compulsory process for every citizen between age six and fourteen. Till now years have rolled by no party, no government has given life to this printed platitude. Dr. Manmohan Singh's Government at long last has made this amendment (86th) a live one but there are miles to go and promises to keep if Article 21A is to be a reality and not a moribund matter. Better late than never! You have now declared your great vision and will to make primary and U.P education free and compulsory education. I felicitate Government for this fundamental measure in aid of an erudite democracy. Every State must follow your leadership. Finances must be by the Union Government. Now even primary education is a cruel, commercial operation and privatisation is a new temptation for profitable investment. Like starting industry to make profit, the vulgar rich exploit the poor villagers and urbanise. Why even the celebrated institutions charge capitation fee, admission fee, why universally money is first paid for admission to the child of LKG and UKG in thousands. This should have been banned by a code of cultural crimes for the first time the conscience of Indian democracy has been activised. Even now I plead with you to create a cultural code of crimes at the Central level (Seventh Schedule of List-I, Item 97). Parents who default must be punished. The Union must foot the bill for the expenses involved. Merits not caste or minority should adulterate admission. Our ballots will gain value—no longer illiterate masses will be available in the market for prices since every student will be educated. A study of the numerical success of the Code must be reported to Parliament and discussed. A cent percent literate democratic India will be a new incarnation. You will be remembered in the history of the country for this measure. Every generation will be a new nation and you will earn a tribute for making a Nav Bharat. Many issues, even the J & K clash and secular vulgarity will disappear once India is wholly erudite.
The interpretation of the Constitution gives every word the widest meaning. In that sense free education implies wider denominations which must be read into the Constitution. Capitation fee from teachers, on their appointment is a notorious abuse and must be made punishable. Similarly all children must be fed a sense of equality and must prevail otherwise the rich will come with costly food and the poor with poor food.
